The premise was simple. Risk is not just increasing. The speed at which risk emerges, evolves, spreads and compounds is accelerating faster than the governance systems most organizations have built to understand and manage it.
Negligent acceleration , where organizations deploy powerful technologies faster than their governance structures can absorb them.
The report covers activity the company says it identified and disrupted between December 2025 and August 2026. It examines seven areas of misuse: cyber operations, influence operations, surveillance, scams and fraud, biological misuse, conventional weapons development, and illicit model distillation. The threat actors include suspected state-sponsored groups, financially motivated criminals, commercial surveillance vendors, propaganda organizations, and politically motivated individuals.

Part of the reason for the trend is that simply, we simply need to rethink how cities function in light of scarce resources. Cities consume 75% of extracted natural resources and generate up to 80% of greenhouse gas emissions, making a transition from linear ‘ take-make-waste’ models to circular resource flows an imperative for survival.
Resilient Energy . Decentralized microgrids and smart grid architectures, backed by a planned €584 billion EU investment by 2030, are integrating renewables and ensuring energy security.
Autonomous Vehicles. Long-term vision with a focus on public transport systems, with Level 3 autonomy becoming mainstream by 2030.

Because governance systems were largely designed for a world in which change occurred at human speed.
Governance cadence must match operating cadence. Quarterly oversight cannot always govern machine-speed events.
Governance used to be largely about preventing the organization from moving irresponsibly.
